Fresno Man Arrested in Chualar After High Speed Chase

Monterey County Sheriff deputies have keen eyes and a pair of them led to an arrest north of Chualar, said the deputy,

Sunday night’s high speed chase on Highway 101 soon turned into discovery of a child who had been abducted, according to the report.

Kongmeng Moua, 58, of Fresno, at 11:28 p.m. was driving recklessly on southbound highway 101 through Salinas when a deputy spotted him for erratic driving and attempted to pull the driver over on suspicion of driving under the influence of alcohol.

The high speed chase continued when Moua refused to stop his vehicle and was driving recklessly at speeds between 55 and 70 miles per hour.

Deputies in close pursuit saw what appeared to be a granular substance tossed out of the window of the vehicle, and just north of Chualar the suspect stopped the car. While subduing Moua and taking him into custody, deputies found a 17-month-old female lying face down on the front floorboard of the car. The girl turned out to be his daughter, and according to Fresno police, her father took her from her Fresno home at 5 p.m. without the consent or knowledge of her mother, police said.

Deputies said the girl was found by paramedics to be healthy, but was taken to Natividad Medical Center to be examined by doctors.

She was later released to her mother, according to the report.

Moua was taken to Monterey County Jail where he was booked on suspicion of felony child endangerment, evading arrest and DUI related charges. The incident remains under investigation, and anyone with any more information is encouraged to call the Sheriff’s tip line at (888)833-4TIP.

“I am just thankful that our deputies are always on the lookout,” said Monterey County Sheriff  Scott Miller. “This could have had an entirely different outcome.”
