CARPINTERIA — Santa Barbara County Sheriff’s deputies were called to Carpinteria State Beach following lifeguard reports of a man loitering on the sand and engaged in a passionate conversation with … himself.

Deputies ran an identification check on the conversationalist and discovered him to be Joaquin Carreno III, 47, of Buellton, Ca. and a registered sex offender.

As California Penal Code 290 requires convicted sex offenders to register with local law enforcement within five days of moving to a new residential area, and Carreno was now living in Carpinteria in his vehicle, Carreno was booked into Santa Barbara County Jail on $20,000 bail where he will ostensibly have passionate conversations with persons other than himself.
