SLO man arrested, $1 million bond
San Luis Obispo arrested a man for kidnapping and torture on Tuesday.
According to SLOPD, officers responded to a call on Monday around 11:30 p.m. to the Chevron Station located at 151 Santa Rosa Ave off of Foothill Road regarding a report of an alleged assault. The alleged victim had entered the business. It is unknown who called the police at time of press.
When officers arrived at the Chevron they discovered a 27-year-old female victim hiding in the store, with significant injuries covering her entire body. According to SLOPD, the victim’s injuries consisted of burn marks, lacerations, scratches, bruising and extreme swelling. There was also tape tangled in her hair. Police learned the female victim was assaulted by suspect Timothy John Hayes, 33, of SLO at his residence located on the 500 block of Jeffrey Drive.
The victim told police Hayes bound her victim with tape then assaulted her with a knife, scissors a pool cue-stick. She also said he burned her with kitchen utensils. The victim also told police Hayes held her against her will and continued to threaten and assault her for approximately two hours before she was able to escape.
When asked how she ended up in the alleged suspect’s home, SLOPD Lt. Bledsoe said, “They [Hayes and the victim] had a dating relationship so she was invited into the home. After about two hours she was able to calm Hayes down and get him to loosen the tape around her wrists. She then ran to her car and fled to the Chevron Station.”
SLOPD officers went to Hayes’ residence and arrested him. Police believe he was under the influence of a controlled substance at the time of arrest. Detectives did the follow-up investigation which included obtaining a search warrant for Hayes’ residence, which in turn resulted in the discovery of corroborating evidence to support the victim’s allegations.
Investigators also discovered two weapons during the search, a .22-caliber handgun and a high-powered rifle. Both weapons were seized. Hayes was transported and booked at SLO County Jail. He was charged with felony counts of torture, kidnapping, mayhem, false imprisonment, criminal threats, domestic battery and assault with a deadly weapon. Hayes’ bail was set at $1 million
