Three people were arrested early Wednesday morning at motels in Roseville and Auburn, where they are suspected of selling drugs and running a large identity theft ring. According to the Placer County Sheriff, deputies arrested Kristina Downs, 25 of Aplegate and Cassie Delmugnaio, 36 of Sacramento. Both suspects were arrested at the Quality Inn on Lincoln Way in Auburn.
In the room, Sheriff’s Deputies found evidence of identity theft including numerous items belonging to others, such as social security numbers, tax returns, cell phones, “green dot” cards and mail. A computer printer and additional items used to manufacture fictitious checks was also found. Both Downs and Delmugnaio also had outstanding warrants. Delmugnaio was arrested in September 2014 on several charges including forgery and fraudulent use of an access card. Downs was arrested just three weeks prior on an outstanding warrant and for giving false information to an officer. She was also arrested last September on a warrant, in July for possession of a narcotic controlled substance, and in December of 2013 for theft, petty theft, and failure to appear in court.
Older records show Downs was arrested for DUI in 2011, and then in May of 2013, she was cited for driving without a license and an unregistered vehicle. As it turned out, she was also in possession of a narcotic controlled substance, and was caught bringing it into the jail facility, adding those charges to her arrest.
The investigation into the identity theft case continued, and information found at the scene led detectives to the Fairfield Inn in Roseville. A Placer County detective, along with assistance from the Roseville Police, arrested Joseph Theodore Sisk. 37, a transient. He was also in possession of items related to identity theft. In addition, a substantial amount of methamphetamine indicating drug sales was found. The suspect also had warrants.
Sisk had been arrested by the Sacramento Sheriff’s department on July 16, 2014 on charges of DUI, possession of a controlled substance, resisting arrest, and battery on a peace officer. In January 2014 he had been charged with DUI and hit-and-run causing property damage, along with resisting arrest and battery on a peace officer, and a felony parole violation.
Records going back several years show Sisk was arrested for battery in 2012 and 2013, along with additional charges for DUI, resisting arrest, and in 2010 false imprisonment by violence.
The three suspects were brought to Placer County Jail in Auburn, where they were booked on a variety of charges related to identity theft, burglary, and drug possession and sales. Bail was set for Sisk at $355,000; Delmugnaio’s bail is set at $35,000, and Downs’ bail is set at $30,000. A joint investigation continues with the Roseville Police Department, and potential victims will be contacted.
