Convicted sex offender arrested again, suspected of assaulting disabled woman

FREMONT — On July 21st just before noon, patrol officers answered a missing person call on the 40700 block of Grimmer Boulevard. Shortly thereafter, police put out a broadcast that the missing person was a developmentally challenged adult female who is also non-communicative.
Officers arrived on scene at 12 PM and discovered 77-year-old Cheuk Li being detained by a group of people.
Witnesses told police that the missing woman had been found with Li in Li’s Subaru Outback with the doors locked and windows up. Some suspected that the woman had been the victim of sexual battery.
Li was taken to Fremont PD and interviewed by Sexual Assault Detectives, who’d already determined that Li had previously been convicted of sexual battery in 2001 and was required to register as a sex offender. He failed to comply with his registration procedure in 2013 and was arrested, but was most recently found to be in compliance with the requirements.
Based on witness statements, surveillance footage, and a “Mirandized statement” obtained from Li, the investigation gathered enough evidence to warrant an arrest.
The Alameda County District Attorney’s Office has charged Li with kidnapping, two counts of sexual battery, and dependent adult abuse.
