OAKLAND – A new police officer was fingerprinted and photographed this week but not as any part of his official law enforcement training; he was booked at the Glenn E. Dyer Detention Facility—after being placed under arrest while he was off-duty.
Oakland officer Isaac J. Goins, a 25-year-old resident of San Leandro, was taken into custody on suspicion of driving while under the influence of alcohol or drugs.
Goins graduated a little over a year ago from the Basic Training Academy of the Oakland Police Department; he was named valedictorian in a class of 24 new police recruits in January 2017.
Like all rookie cops, Goins who joined the Oakland police force 13 months ago, is subject to a mandatory 18-month probationary workplace status.
A California Highway Patrol Officer arrested Goins early on February 12 without incident. A further complete investigation of Goins is expected.
The CHP officer pulled him over shortly before 2:30 a.m. on Interstate 580, near the Park Boulevard exit in Oakland. He was driving eastbound and allegedly drifting between traffic lanes in an unsafe manner, according to the CHP.
Goins was transported by the CHP to the county jail, where he was booked about four hours later.
However, Goins is no longer being held in custody. He received a citation that same morning after being booked at the jail, and he was released on his own recognizance.
