Man Arrested for Indecent Exposure on Campus at Dominican University
SAN RAFAEL CA – Jose Garcilazo, a 27-year-old San Rafael man was arrested for indecent exposure. Two college women reported that he followed them while masturbating.
This crime occurred last week on the campus of Dominican University in San Rafael.
The two women were walking on campus when they noticed a man masturbating while driving a red SUV. He pulled up alongside the women while driving very slowly which scared the women.
The women reported the man to a campus security guard, and provided a description of the vehicle. When contacted by security the man was unable to provide a student identification card.
The guard obtained a vehicle license number and description of the suspect before allowing him drive away. The security guard notified San Rafael police and provided them a suspect description, vehicle description and license plate number.
Based on a license plate check, officers determined that the owner of the vehicle was a registered sex offender.
Later, San Rafael detectives learned that the man also matched descriptions provided by victims from two additional incidents. In addition to the suspect’s description, the description of his red SUV also matched.
Officers arrested the suspect on September 25 when deputies from the Sonoma County Sheriff’s Office spotted the suspect’s vehicle in the city of Sonoma.
The deputies conducted a traffic stop and detained the man at the request of San Rafael PD detectives. The man identified as Jose A. Garcilazo was subsequently arrested and booked at Marin County Jail.
Although Garcilazo is no longer in custody, he faces charges for indecent exposure. Detectives are investigating whether Garcilazo is involved in other instances of indecent exposure.
