Ventura County – 64-year-old Jose Eduardo Monarca immigrated in to the U.S. from El Savador in 1995. According to Ventura County Sheriff’s Department spokesman Sgt. Dan Hawes, he lived in the home of an El Salvadoran family for a period of five years, then moved out, and returned to that residence again in 2014.
In December 2019, detectives attached to the City of Thousand Oaks Police Department were notified by the police department in Mountlake Terrace, Washington state, of “sexual abuse that had occurred in the City of Thousand Oaks” in 2004. The alleged victims at that time were “between the ages of 10 to 14 years old.”
The VCSD Sexual Assault Unit investigated and found “additional assaults” involving two other victims four and ten years of age “between the years of 2014 and 2019 involving a suspect identified as Monarca” reported to authorities in May of 2019. The investigation indicated that in both cases, Monarca “was renting a room and living with the victims’ families.”
The Sexual Assault Unit made contact with Monarca on July 9th and placed him under arrest. He was then transported to Ventura County Jail, where he was booked on multiple charges of lewd acts upon a child, oral copulation of a child under 14 years old, and continuous sexual abuse of a child.
He remains in custody on a no-bail hold as VCSD deputies continue their investigation, “seeking the public’s help” as they seek “additional victims who were assaulted by Monarca.”
