Crimes Against Children Task Force Arrests Sadomasochistic Child Porn Purveyor

FONTANA – The PD’s ICAC Task Force (Internet Crimes Against Children) Detectives encountered a purveyor of images of children engaged in child porn. “Carter Preston Rowe (31) was downloading and distributing child pornography over the internet,” said Officer Richard Guerrero.
ICAC and Fontana PD’s Fugituve Apprehension Team served a search warrant on 11/20/19 at the San Bernardino residence on the 3100 block of Valencia Avenue. There, they seized several electronic devices, and over 11,000 graphic child porn images.
“Many of the child pornographic images and videos included prepubescent children engaged in sadomasochistic situations,” added Officer Guerrero.
The hawker of sadomasochistic fantasies and practices involving children was arrested for Possession of Child Pornography, Possession of Child Pornography in excess of 600 images, and Possession of Child Pornography that portrayed sexual sadism or sexual masochism.
Rowe was booked at West Valley Detention Center.
