As 46-year-old Toriano Collier drove the streets of Napa on the night of April 28 a Napa Police Department officer spotted him and knowing he was on probation, stopped him for a search.
Collier had been involved in previous mail theft investigations and, sure enough, on this night he again had stolen mail and packages on board.
The suspected was arrested, again, for looting (theft committed during an emergency) and mail theft.
A further search later of Collier’s apartment and more evidence was discovered. This included a stolen $2,000 check and items bought with stolen credit cards.
In all, detectives confiscated “drivers’ licenses, social security numbers, credit cards, IRS checks for tax returns, checks totaling thousands of dollars made payable to small local businesses” and identified at least eighteen victims.
The NPD concludes,”Collier is currently being held in NCDC on a no-bail warrant out of Sacramento County and $25,000 bail related to the Napa offenses.”
