In April of 2019, 54-year-old Santa Barbara resident Gregory Scott Ray was arrested and
charged with more than two dozen counts of illegal sexual contact with underage males.
According to Santa Barbara County Sheriff’s Department Public Information Officer Raquel Zick,
“Ray’s victims ranged in age from 13 to 17 years old” with allegations of his crimes dating as far
back as 2007.
The ongoing investigation into Ray’s activities turned a suspicious law enforcement eye upon 25-year-old Los Angeles resident Vincente Lopez Ceballos, and a warrant for his arrest was issued to SBSD detectives based upon evidence indicating that “Lopez and Ray engaged in sexual acts simultaneously with a 14-year-old male juvenile victim.”
Detectives notified Ceballos of the pending warrant for his arrest, and on June 24th he “surrendered to detectives” by reporting to SBSD Headquarters in Santa Barbara.
Ceballos was then transported to Santa Barbara County Jail, where he was booked on charges
of copulation and sodomy of a person under the age of 16, with his bail set at $100,000.
He remains in custody, as does his alleged co-conspirator and sex offender Ray, whose bail remains
set at $500,000.
