About 1:30AM on July 7, 2020, Porterville Police officers were at Helping Hands on East Olive Avenue, taking a report of a woman who was physically assaulted.
About 30 minutes prior, the victim was on the 100 block of South Ohio Street when two suspects,
a male and a female, assaulted her and forced her to give up her purse which contained cash and other belongings monetarily valued at around $200.
The suspects fled in an awaiting vehicle while the victim was left with minor injuries.
The suspects, later identified as 33-year old Brandon Andrade, and 40-year old Amanda Phelps, were located on July 8, 2020, at about 12:30AM at a residence on the 900 block of East River Avenue in Porterville.
They were in possession of the stolen property which was eventually returned to the victim. Both were arrested without resistance and booked into the Tulare County South County Detention Facility.
Andrade has since bonded out while Phelps, as of the time of this writing, is in custody at the Adult Pre-Trial Facility in Visalia with bail set at $60,000. Her possible charges include second degree robbery and receiving stolen property less than $400.
