On the night of July 27 a vehicle left the road in the 8700 block of River Road and became partially submerged in the river.
A citizen nearby became involved when he helped four children and an adult male escape from the vehicle.
The female driver was still inside. Fire personnel helped get the woman out of the vehicle, after which time it was discovered that she suffered from a gunshot wound to her upper body.
The victim was pronounced deceased at the scene of the accident. The adult male was detained and it was soon determined that he had shot the woman as she drove the vehicle
27-year-old Mandiko Kwadzo was arrested and booked into the Sacramento County Jail
