“Welding sounds in the middle of the night? An alert resident reported hearing what sounded like welding but it later ended up being someone trying to cut off a catalytic converter.
Officers responded to the area Whitelock Parkway and Lousada Drive and located the suspect vehicle leaving the area at a high rate of speed.
Officers attempted to stop the suspect vehicle, but the driver refused to stop and led officers on a pursuit. The driver, later identified as 38-year-old Achien Saephan of Sacramento, eventually stopped and was detained.
Officers located seven catalytic converters and tools used to steal catalytic converters inside of Saephan’s vehicle. Saephan was arrested for various charges and transported to the Main Jail.
