“In the early morning hours of December 1st, Redding Police Officer Tim Jaegel contacted two subjects passed out in a vehicle in a gas station parking lot on Eureka Way. Officer Jaegel discovered the driver who was identified as Charles French, 56 years of Redding, had a warrant for his arrest. He also determined French is currently on Post Release Community Supervision (PRCS).
PRCS is a form of supervision provided to an offender who has been released from a California Department of Corrections and Rehabilitation (CDCR) institution to the jurisdiction of a county agency, pursuant to the Post Release Community Supervision Act of 2011. Penal Code (PC) Section 3451 states that all persons released from prison on or after October 1, 2011, after serving a prison term for a felony and, if eligible, upon release from prison shall be subject to supervision provided by a county agency (Probation Department).
During a subsequent search of French’s vehicle, Officer Jaegel located a loaded 9mm handgun on the passenger seat, well within French’s reach. French is a convicted felon and therefore prohibited from owning or possessing firearms. French was also in possession of drug smoking paraphernalia as seen below. He was arrested for multiple felony and misdemeanor charges and booked into the Shasta County Jail.
The second subject, who was passed out in the back seat, was contacted and released with no charges.”
