Folsom PD: Man who fabricated racially motivated attack now accused of sexual assault

“On January 9, 2021 at about 1:18 am our Communications Center received a 9-1-1 call from a male who identified himself as Romey Kang (25 years old, of Lincoln) and reported being the victim of a violent assault. In the days following the assault, Kang reported that he had been the victim of a racially motivated assault by several men.
An investigation was conducted, and Kang’s claims were unfounded. Video evidence determined Kang’s injuries were the result of a self-induced fall.
During the investigation, FPD detectives were contacted by a witness who reported seeing Kang sexually assault a female. Witnesses said the assault occurred on 1/8/21 at about 7:30pm on an outdoor patio of a business on the 600 block of Sutter Street, hours before Kang called 9-1-1. FPD Detectives contacted several more witnesses to the alleged assault, as well as the victim, who was unconscious during the assault. As a result of the investigation, witness statements, and other evidence gathered with the help of the victim, an arrest warrant was issued for Kang.
On 2/17/21 at about noon, Kang met with Folsom Police Detectives and was issued a citation for sexual battery. Kang was issued a citation because he was not fit for incarceration due to injuries sustained during his fall.”
