“On 6-20-2021 at 10:50 pm, officers responded to the 700 block of Williams Rd. to a suspicious circumstances call with family members detaining the suspect. The investigation revealed the victim’s family was detaining Jose Luis Ramos (41) after he was confronted by the victim’s sister outside the residence after he was observed looking inside their home through the window.
The victim (16) had also come outside and was standing next to her sister when Ramos reached out and grabbed the victim by the arm and started running away with her. A family member was able to intercede and trip Ramos as he tried to run away and other family members joined in and tried to detain the suspect as they called 911.
Ramos was able to get away from family members as officers arrived. He tried to hide behind parked vehicles as officers were directed to the area he was last seen. Officers found Ramos and he ran from officers who chased and eventually caught Ramos in area of Sanborn Rd. at Del Monte Ave.
Ramos was identified as the suspect who was observed prowling and then trying to pull the victim away by force. Ramos was arrested and later transported to county jail where he was booked on prowling, resisting arrest and kidnapping charges.”
