Santa Barbara Police Department spokesman Lt. Kenneth Kushner didn’t mince words when describing the events leading up to the July 9 th arrest of 55-year-old local area transient 55-year-old Ricky Phillips Jr. According to Kushner, SBPD patrol units responded to the report of “an attack” taking place at a downtown area homeless encampment.
Upon arrival, the cops gathered witness statements and determined that “a violent sexual assault” had taken place and that Phillips was the perpetrator. At that point, the officers identified Phillips and attempted to make contact with him. But he promptly “violently resisted
arrest,” going so far as to “punch one of the officers in the face.”
As the struggle with Phillips continued, he “sustained minor injuries” leading to his eventually being subdued and placed in handcuffs. He was then transported to Santa Barbara County Jail, where he was booked on charges of rape by force or fear of bodily injury, attempted murder, assault with a deadly weapon, and resisting arrest.
Phillips remains in custody with his bail set at $1,000,000.
