“On July 28th, 2021, Officers responded to a report of a female abusing a dog.
Officer Ketel located the suspect in front of the downtown Safeway and attempted to speak with her regarding the allegations.
He determined she was intoxicated and ordered her not to leave. She ran from him into Cypress Avenue while dragging her dog by a leash.
Officer Ketel was able to catch up to the female who flailed frantically and resisted as he took her into custody.
The female was identified as Jennifer Cooper, 29 years of Redding. Cooper was booked into the Shasta County Jail for public intoxication, resisting arrest and animal abuse.
The dog was turned over to animal control.”
