“On Saturday, October 9th, 2021, at 08:49 AM, the Redding Police Department received relayed information from the California Highway Patrol of a male subject, armed with an AR style rifle, in the bushes on the east side of Interstate 5, south of East Cypress Avenue. The male was described as a white male adult, wearing a red shirt. Redding Police Officers and California Highway Patrol Officers quickly converged on the area and began searching for the male subject.
From a vantage point on June Street, just south of Hilltop Drive, Redding Police Officer Joseph Rossi spotted a male subject, matching the description, walking south through thick vegetation and brush along the east side of I-5 on the other side of a chain link fence that separates June Street and I-5.
The male subject, wearing a backpack and carrying a bag, emerged briefly from the brush along I-5 and was spotted by Redding Police Officer Kyle Corrigan, who was parked along the southbound lanes of I-5. Upon seeing RPD and CHP units along I-5, the male subject quickly reentered the brush and began running north, where he was detained, without incident, by Redding Police Officers.
The male subject was identified as Marcus Carter, 35 years old of Temecula. Carter was found to have an outstanding felony warrant for his arrest for second degree burglary out of Tehama County, as well as prior felony convictions.
Carter was carrying a satchel when he was contacted by police, which was found to contain a functioning flare gun with an unspent flare inside the chamber. Redding Police Officers located a backpack that Carter had discarded in a tree as he was fleeing on foot just before he was detained. Inside the backpack, was a black BB rifle, with no orange tip, designed to resemble an AK-47 with a folding stock.
Carter was booked into the Shasta County Jail for the following charges: Brandishing a Replica Firearm, Felon in Possession of a Firearm, Carrying a Loaded Firearm with a Prior Felony Conviction, and the outstanding felony warrant for his arrest.
