CONCORD —A man is in custody for a fatal shooting at a homeless encampment earlier this month. The suspect is 28-year-old Guadalupe J. Robles, a transient who roams the streets of Concord.
Another homeless person was the victim who was killed. Shafi Qasimi, 25, was found dead on May 8. His body was discovered near Willow Pass Road. He died from a gunshot wound.
Concord police detectives working with Oakland detectives determined this deadly shooting occurred three days earlier on May 5.
Concord detectives subsequently identified Robles as the suspected shooter. They located and arrested Robles on May 12 at 6 a.m.
Robles was transported and booked into the Martinez Detention Facility. Robles presently faces a charge for murder first-degree. He remains housed behind bars at the county lockup in lieu of $2.1 million bond.
In a prepared statement Concord police said. “The investigation is ongoing, but we believe the shooting is the result of an altercation that took place at a homeless camp.”
The victim had his own recent run-ins with the law, including escape from custody of a police agency. In February, Qasimi was arrested for possession of a narcotic substance, vehicle theft, and felon in possession of body armor.
Altogether, Qasimi was arrested 17 times since 2015. This includes arrests for assault, kidnapping, false imprisonment, making threats of violence, and other offenses.
