“On Friday February 18, 2022, at approximately 7:49 p.m., San Francisco Police officers from Mission Station responded to the area of 23rd Street and San Jose Avenue for a report of a shooting. Officers arrived on scene and located a 36-year-old male victim inside a vehicle suffering from apparent gunshot wounds. The victim was transported to a local hospital with life-threatening injuries. Despite the efforts of the medical team, the victim succumbed to his injuries at the hospital.
San Francisco Police Homicide Investigators developed probable cause that identified 26-year-old Rafael Soto Quintero of San Francisco and 27-year-old Michael Rodriguez of San Francisco as suspects in the shooting. On June 21, 2022 at approximately 9:29am, Soto Quintero was located on the 600 block of Brannan St in San Francisco, CA. Soto Quintero was taken into custody by officers from the SFPD Special Investigations Division without incident. On June 21, 2022 at approximately 2:44pm, Rodriguez was located on the 300 block of Swift Avenue in South San Francisco, CA. Rodriguez was taken into custody by officers from the SFPD Special Investigations Division without incident.
Soto Quintero was booked at San Francisco County Jail on the charges of homicide (187 PC), assault with a firearm (245(b) Pc), carrying a loaded firearm in public (25850(a) PC), felon in possession of a firearm (2900(a)(1) PC), and shooting at an occupied vehicle (246 PC). Rodriguez was booked at San Francisco County Jail on the charges of homicide (187 PC), attempting to destroy evidence (664/135 PC), and a gang enhancement (186.22 PC).
