Banning Man Accused of Sexually Abusing Underage Girl Over Multiple Years

“On 09/02/2022, at approximately 9:47 AM, Banning Police Department Detectives were assisted by the Patrol Division and arrested 54-year-old Robert Fredrick Lugrain, of Banning, for violation of 289(a)(1)(b) PC, 288.5(a) PC, 288(a) PC, 287(c)(1) PC, and 261.5(c) PC. The arrest closed out a report originally made to the Banning Police Department in 2003.
On 03/11/2022, a female adult came into the Banning Police Department to report an inappropriate sexual relationship that began in 1999 and lasted several years, when she was between the ages of 11 and 15. The victim’s name is being withheld for confidentiality. At the time of the alleged unlawful sex acts, Lugrain was between the ages of 30 to 35 years old, and a youth basketball coach.
The victim alleged that she had been victimized several times over the course of several years and the assaults occurred in multiple states. When originally reported in 2003 the investigation went cold, when Lugrain was believed to have fled the state.
The Banning Police Department Detective Bureau worked with the updated report to continue the investigation and build the case against Lugrain. He was booked into the Larry D. Smith Correctional Facility, in the City of Banning.”
