Man Arrested for Dog Attacks on Pedestrians near San Rafael Transit Center

SAN RAFAEL — James R. Kinslow, 58, was arrested for allegedly commanding his dog to attack pedestrians near San Rafael Transit Center. One victim needed medical treatment at a hospital for a severe dog bite.
Police responded to reports of a man with a dog attacking persons downtown during the afternoon of September 19. It seems the suspect randomly ordered his dog to attack victims. Officers found Kinslow, a resident of Crockett, standing outside 850 Tamalpais Avenue, shortly after 1 p.m. He was detained and then arrested at 1:19 p.m., for his fifth time this year. His dog was taken to Marin Humane animal shelter in Novato.
Kinslow was transported and booked into Marin County Jail, where he is being held in custody in lieu of $50,000 bond. He faces open charges including assault with a deadly weapon (a dog) likely to cause great bodily injury. He was also booked for misdemeanor possession of controlled substance paraphernalia.
Kinslow is no stranger to law enforcement all over Northern California. In fact, he has been arrested 17 other times since 2014. His arrest history mostly involves possession of controlled substances and drunk driving.
Thus far this year, Kinslow has been locked up in Contra Costa, Lake, Marin, Shasta, and Sonoma counties. This includes arrests for controlled substances, other warrants or holds. Plus,
he was arrested for possession of an open container of alcohol while driving with a license suspended for drunk driving.
