Convicted Felon Arrested on Suspicion of Murder, Girlfriend Arrested as Accessory
BANNING — On the night of October 15, officers were dispatched to the area of 1st Street and Ramsey Street on a report of a subject lying in the street.
Responding officers identified the subject as Emilio Ward, whom they knew to have a record for probation violation. Officers tried to save his life, but Ward was eventually pronounced dead from a gunshot wound.
Investigators soon identified Jarrel Rayvon Allen (33) of Banning as the primary suspect in the shooting. Allen is reportedly already a convicted felon and on probation for burglary.
Police ultimately located Allen in Desert Hot Springs, accompanied by his girlfriend Seng Yang (33) of Banning.
Allen was arrested and booked on suspicion of murder. Seng Yang was arrested for allegedly being an accessory after the fact.
Both are being held at the Larry D. Smith Correctional Facility.
