Mother and Friend Arrested in Connection with 2-year-old’s Death

On December 15th a call reporting an unresponsive 2 year old female came into the 911 dispatch office. The caller reported that the child’s mother was transporting the little girl to the hospital.
Deputies met the mother, identified as Pricilla Roshell (27), at the hospital. Roshell was visibly upset when Deputies approached her.
Medical personnel did everything they could to try to save the 2 year old little girl’s life but sadly she passed away.
It was discovered during the investigation that there were 2 other children in the home. The two additional children reported to be 5 and 8 years old were located in the care of Roshell’s friend Michael Francis (46).
As the Officer’s continued to investigate and interview the parties involved in the case both Roshell and Francis were arrested in connection with the 2 year old’s death.
An autopsy is pending to determine the cause of death. Both Roshell and Francis were booked into the South County Detention Facility in Porterville. They are being charged with Homicide, Torture, and Child Injury.
