“1/24/2023 @ 16:14 hours – the Tulare Police Department responded to the 400 block of South “E” Street in Tulare for a report of a disturbance. Prior to officers arriving, Tulare Police Department dispatch received additional information that there were shots fired on scene.
When Officers arrived, they located a juvenile suffering from a gunshot wound. The juvenile was taken to a local hospital and was in stable condition. During the investigation, Tulare Police Department Detectives learned several juveniles had been vandalizing a residence.
The occupants of the vandalized residence exited and confronted the juveniles. The juveniles fled a short distance, but a physical altercation took place between one of the occupants of the residence and the juveniles. The occupant from the residence, identified as Rafael Pena 33 years old, displayed a firearm and shot in the direction of the juveniles striking one of them.
Rafael Pena is currently outstanding and wanted by Tulare Police Department.
