“On January 31, 2023, Andrew Scott Holtzen pled guilty to two counts of Sodomy by Use of Force per Penal Code section 286(c)(2)(A), one count of Injuring a Spouse, Cohabitant, or Girlfriend per Penal Code section 273.5(a), and admitted a prior strike. He will be sentenced to a term of 24 years in state prison.
When contacted by law enforcement, Holtzen made a full confession. He told detectives that he sodomized the victim because, “It was my birthday and I wanted to.”
The case was presided over by the Honorable Judge Mark Ralphs. It was prosecuted by Deputy District Attorney Mahjoubeh Foolad, and investigated by El Dorado County Sheriff’s Detectives Tyler Katz and Aaron Lopez.
Holtzen will be sentenced on March 20, 2023 in Department 2.”
