San Joaquin County Man Arrested for Allegedly Robbing Man at Gunpoint, Striking Him with Glass Bottle

“On April 5, 2023, at approximately 5:33 pm, the Tracy Police Department Communications Center received a report of an individual that was assaulted and bleeding from the head in the 1600 block of Parker Avenue. The individual reported that they had been struck with a glass beer bottle, resulting in a cut to their face, and had a handgun pressed to his head while the suspect demanded money.

Based on the description provided by the victim, officers were quickly able to locate and positively identify Frank Swann (56 years old of Tracy) as the suspect.

As the investigation was continued by detectives from the General Investigations Unit (GIU), a loaded, non-serialized handgun matching the description provided by the victim was located at Swann’s residence.

Swann was booked into San Joaquin County Jail for the following charges:

  • 245(a)(1) PC: Assault with a deadly weapon other than a firearm
  • 245(A)(2) PC: Assault with a firearm on a person
  • 29800 (a)(1) PC: Felon in possession of a firearm
  • 211 PC: Robbery
  • 422 (a) PC: Criminal threats
  • 23920 PC: Possess a non-serialized firearm
