“On May 12, 2023, Gang Suppression Unit (GSU) Detectives observed Richard BOYD – a known gang associate and convicted felon- and his associate, Richard HIGHLEY – a known parolee – unload items from a vehicle they drove and carry them inside a residence for which they were preparing to serve a search warrant. Sacramento County Sheriff’s Special Enforcement Detail (SED) served the warrant immediately thereafter and detained both BOYD and HIGHLEY in the driveway.
GSU detectives discovered the items they were unloading were from two confirmed burglaries from hours earlier. Detectives were able to contact the victims and take the property back to them. Inside the residence, detectives also located: 7 rifles and 2 shotguns, a $10,000 dollar Specialized bicycle taken in a burglary months earlier, a large cache of ammunition, magazines, tools, generators, bicycles, and large amounts of California Identification cards, Social Security cards, credit cards, and checks. Also
located were Narcotics, and over $5,000 in cash.
A preliminary investigation determined BOYD and HIGHLEY were in possession of stolen items linked to four other open burglary cases. Several of the identification cards located were of former victims of burglaries in which BOYD and HIGHLEY are suspected. Detectives conducted follow up investigations based on property located as a result of the search warrant which will likely result in arrests for eight ( previously unsolved burglaries.
Of the recovered items, was an Air Force medal, for which detectives are still seeking the rightful owner. They also believe BOYD and HIGHLEY may have committed other unreported thefts and are seeking additional victims that may have been targeted.
