The California Highway Patrol (CHP) apprehended a Sacramento man after he was identified as the primary suspect in a highway violence incident on Interstate 5 in Colusa County. The incident resulted in three individuals sustaining serious injuries.
According to a press release by Williams CHP, the CHP Chico Communications Center received a 9-1-1 call reporting a shooting inside a vehicle on the afternoon of Thursday, June 29. The occurrence took place on the southbound lanes of I-5, just north of Delevan Road in Colusa County. After the suspect vehicle pulled over on the shoulder of southbound I-5, north of Delevan Road, two victims exited the vehicle. The suspect reportedly then moved to the driver’s seat and fled southbound on I-5.
One of the victims provided a description of the suspect vehicle to CHP dispatch. Shortly thereafter, Williams CHP personnel located the suspect vehicle and initiated an enforcement stop. Despite the CHP’s attempts to halt the vehicle, the driver failed to yield, thus initiating a pursuit.
Shortly before 6 PM, Woodland CHP officers successfully deployed a spike strip south of the Dunnigan rest area in Yolo County, causing the suspect vehicle to come to a halt on the roadside. The driver then fled the scene on foot.
The CHP officers apprehended the suspect, identified as 31-year-old Royer Delgado of Sacramento. Delgado was booked at the Colusa County jail on suspicion of attempted murder and kidnapping.
During the course of the incident, an additional shooting victim with life-threatening injuries was discovered at the conclusion of the pursuit. In total, three shooting victims were identified, with two sustaining non-life-threatening injuries.
Upon the conclusion of the incident, the Northern Division Investigative Services Unit (ISU) and Northern Division MAIT personnel responded to the scene in Dunnigan. Additionally, Valley Division ISU and Valley Division MAIT personnel were dispatched to the location.
CalTrans provided assistance by implementing a full closure of the southbound lanes of I-5 at County Line Road. The closure remained in effect until Friday, June 30, 2030. The roadway reopened shortly before 3:30 AM.
