Two Arrested after Police Discover Alleged Narcotics Sales Operation at Downtown Apartment Complex

Two individuals have been arrested after police reportedly discovered an alleged narcotics sales operation being run out of an apartment at a newly built complex in Redding.
According to a press release by the Redding Police Department, Redding Police Bike Team officers met with the managers of a newly built apartment complex on the 1500 block of California Street, in downtown Redding, on the morning of Wednesday August 2. Management reported potential ongoing criminal activity at one of the apartments, reportedly citing a high volume of foot traffic at all hours of the day and night.
Management also provided video surveillance of a recent vehicle theft, which appeared to involve a resident of the apartment, police said.
Upon reviewing the video footage, the Bike Team Officers identified the suspect as Zackary Miller, a 28-year-old resident of Redding. The video reportedly showed him entering an unlocked vehicle at the location and stealing several items before returning to the apartment pointed out by the management.
Officers located and contacted Miller at the apartment. He was found to be on court probation and in possession of the stolen items, drug paraphernalia, fentanyl, and methamphetamine.
Miller was taken into custody and is now facing charges of grand theft, possession of fentanyl, possession of methamphetamine, possession of drug paraphernalia, and maintaining a suspected drug house.
Miller’s girlfriend, identified as Haley Williams (28) of Redding, was also present at the apartment and was found to have an outstanding felony warrant and misdemeanor warrant for her arrest, police said. She was arrested on the outstanding warrants.
The Bike Team Officers were able to return the stolen property, which included several antique vintage heirloom pocket watches, to its rightful owner.
It was unclear at press time whether Miller or Williams had retained an attorney. All persons arrested on suspicion of a crime are presumed innocent until proven guilty beyond reasonable doubt in a court of law.
