Novato — A man with prior arrests is behind bars again for stalking and criminal threats. Brian J. Collins, 59, of Novato, was arrested after being released from jail only a few days earlier. Collins is accused of stalking, hate crimes, and committing a felony while free on bail for a similar incident. Collins has been arrested 15 times in Marin County since 2014.
In a prepared statement the Novato Police Department said. “Collins was out on bail for previous criminal violations. This is the second time Collins has been arrested for similar charges within the same week.”
In the latest incident, officers responded on August 5 to a report of repeated harassment happening downtown. The victim was threatened with a crime would that result in death or injury.
Collins is the suspect who allegedly used racial epithets and threatened the victim. Police found Collins on Binford Road and arrested him at 7:19 p.m. He was booked at Marin County Jail, pending review of open charges for –
- Stalking PC 646.9(a)
- Making a threat with intent to terrorize PC 422(a)
- Violation of civil rights by force/threat PC 422.6(a)
- Commit felony while on bail PC 12022.1(b)
On August 2, Collins allegedly attempted to strike a bicyclist with a truck, while shouting racial epithets. This incident occurred in front of witnesses who gave statements to Novato PD. He was booked that day for assault with a deadly weapon or force likely to produce great bodily injury.
Collins also has prior arrests for illicit drug possession, DUI alcohol/drugs, and possession of drug paraphernalia.
