Multiple Agencies Collaborate to Arrest Sex Offender Accused of Exploiting Juveniles Online

“On August 8th, 2023, Detectives from the Fontana Police Department received information from Homeland Security Investigations – Riverside Office, Child Exploitation Investigations Group (HSI) that Edgar Carrizalez (30 years old), who is a convicted sex offender and on active Parole, was using multiple different online chatting platforms to contact juveniles in attempt to receive illicit photos from the victims.

Further investigation revealed Carrizalez had previously been arrested by the Fontana Police ICAC Unit multiple times in the past for sexually exploiting juveniles online and possession of Child Sexual Abuse Material (CSAM).

Due to the severity and prolific continual patterns Carrizalez used for sexually exploiting juveniles online, this has been an international ongoing operation with the FBI, HSI, Parole, Orange County Regional Computer Forensic Laboratory (OCRCFL), and the District Attorney’s office.

On August 15th, 2023, a multiple agency operation occurred in the City of Fontana, which included the Fontana Police Internet Crimes Against Children Unit, FBI, HSI, OCRCFL, State Parole, and the District Attorney’s office. Law enforcement served a search warrant at Carrizalez’s residence that day. Carrizalez was later arrested, and evidence related to this ongoing investigation was located. Multiple electronic devices were seized, which revealed that Carrizalez was sexually exploiting multiple juvenile victims online.

During this ongoing multiple-agency investigation, the Fontana PD ICAC Unit, along with the FBI and HSI, has identified 19 victims throughout the country who were sexually exploited online by Carrizalez via multiple different social media platforms.

The Fontana PD ICAC Unit, along with HSI and the FBI, are seeking the public’s help to locate additional victims who may have been sexually exploited online by Carrizalez. Carrizalez was using the following social media platforms to sexually exploit juveniles.
