Fentanyl and Methamphetamine Dealer arrested in Folsom

“On January 19, 2024 just after midnight, Folsom Police Officers and fire personnel responded to the report of a suspected Fentanyl overdose in the 400 block of Sutter Street. Despite lifesaving efforts, including the administration of Naloxone (Narcan), the 30-year-old male was pronounced dead.
Detectives with the Folsom Police Department’s Special Investigations Unit (SIU) responded to take over the investigation. Detectives worked non stop to identify the individual responsible for providing the fatal dose of Fentanyl to the deceased. Through their investigation, SIU Detectives identified Ruslan Kochkin, 35, of Folsom.
Upon his arrest, Detective recovered approximately one ounce of Fentanyl and one ounce of methamphetamine.
Kochkin was transported to the Sacramento County Main Jail where he was booked for the possession of a controlled substance for sale.
On Tuesday morning, The Sacramento County District Attorney’s Office filed homicide charges against Kochkin in relation to this investigation. He is currently being held at the Sacramento County Main Jail, without bail, awaiting his arraignment set for this afternoon (Tuesday).
This is the fourth case in less than a year that SIU Detectives have successfully filed homicide charges against a drug dealer. The Folsom Police Department is committed to keeping the Folsom community safe from narcotics and the inherent dangers associated with drug sales. We will continue to do everything in our power to hold drug dealers accountable for the lives they take.
