Stolen Vehicle Leads to Arrests and Recovery of Theft Tools and Narcotics in Folsom

On Friday afternoon, law enforcement officers with the Folsom Police Department were notified about a stolen vehicle that had recently entered their jurisdiction. In response, officers conducted a search and located the vehicle at a local gas station, still occupied. The vehicle was successfully recovered by the authorities.
Upon searching the vehicle, officers discovered an array of items including tools typically associated with catalytic converter theft, various narcotics, drug paraphernalia, and stolen identification cards. These findings indicated potential involvement in broader criminal activities beyond the stolen vehicle.
Two individuals, Hung Ngo and Moui Saelee, both 45 years old and identified as transients from Sacramento were placed under arrest at the scene. Following the arrest, both individuals were booked into custody facing several theft-related charges in addition to outstanding warrants previously issued against them. The arrest and subsequent charges highlight ongoing efforts by law enforcement to address and deter criminal activities within the city of Folsom.
