San Francisco Police officers conducted a proactive operation on February 10, 2024, targeting robbery and burglary activities within the city. The operation involved officers from Central, Southern, Northern, and Taraval stations who were working undercover when they encountered a vehicle matching the description provided by a 911 caller who reported suspicious behavior by its occupants.
Upon investigation, it was determined that the vehicle was reported stolen and was occupied by four individuals wearing masks. Officers observed the vehicle in the vicinity of Alamo Square and the Haight & Ashbury neighborhood, where the occupants were observed casing parked vehicles and pedestrians.
At approximately 2:53 p.m., officers witnessed the suspects approach an adult male at Frederick St. and Masonic Ave. The suspects forcibly detained the victim, who was carrying a camera, and stole his personal belongings before fleeing the scene in their vehicle. Following the robbery, the suspects abandoned the stolen vehicle at Ashbury St. and Clifford Terrace and attempted to escape on foot.
A pursuit ensued, resulting in the apprehension of all four suspects who resisted arrest. Officers recovered the victim’s stolen camera and other belongings, as well as a handgun loaded with a high-capacity magazine from the abandoned vehicle.
Authorities developed probable cause to arrest the individuals involved in the robbery. Three male juveniles were booked into the Juvenile Justice Center, while an 18-year-old male, identified as Jacarius Nierre Ragland from San Francisco, was booked into County Jail.
The charges against the suspects include vehicle theft, possession of a stolen vehicle, resisting/delaying arrest, robbery, conspiracy, possession of stolen property, possession of burglary tools, possession of a firearm in a public place, among others.
