“On March 15, 2024, at approximately 12:18 a.m., Tracy Police Officer Van Dyk attempted to stop a black BMW sedan at the intersection of West Grant Line Road and Naglee Road. The driver of the vehicle appeared to be under the influence. However, the vehicle failed to yield and fled north into County jurisdiction, before turning around and heading back toward Tracy. Spike strips were successfully deployed, bringing the vehicle to a stop at a hotel on Naglee Road after a brief pursuit.
Officers detained the driver, Hin Hoang (44 years old from Oakland, CA), and two passengers, Robert Maynard (39 years old from Oakland, CA) and Nhat Luong (51 years old from Oakland). A search of the vehicle and passengers revealed burglary tools, homemade mailbox keys, ammunition, a large number of IDs and driver’s licenses, Electronic Benefit Cards (EBT), as well as a replica firearm. While transporting one of the subjects back to the PD for booking, Officer Alejo located a discarded firearm nearby, which appeared to have had its serial number filed off.
Maynard, Hoang, and Luong were subsequently arrested and booked into the San Joaquin County Jail on numerous charges.”
