NOVATO — An unemployed man from Novato faces multiple charges including attempted carjacking. Marin County Sheriff’s Office deputies arrested Owen E. Powell, 37, on Highway 101, near Atherton Avenue. Since 2017 Powell has been arrested nine times.
Powell is now accused of committing several crimes on April 8. First Powell allegedly attacked a neighbor with a pole, near Binford Avenue. He was acting out evidently under the influence of fentanyl.
Next, Powell allegedly threatened sheriff’s deputies with a golf club. A deputy tased the suspect, who nevertheless was able to flee. Powell next allegedly attempted a carjacking near Atherton Avenue and the freeway. The victim was able to escape from the would-be carjacker.
Deputies apprehended Powell on the northbound side of the freeway at 11:05 a.m. He was booked into Marin County Jail, where he remains in custody in lieu of $150,000 bond.
Powell faces open charges for –
- Assault with a deadly weapon/not a firearm or force likely to cause great bodily injury
- Exhibiting a deadly weapon/not a firearm
- Attempted carjacking
- Attempted vehicle theft
- Obstructing/resisting an officer
- Trespassing on railroad property
The suspect knows the taste of jailhouse cuisine. Powell was arrested on March 30 in Santa Rosa. Last month’s arrest was for hit and run, possession of a controlled substance and drug paraphernalia. He was arrested four times in 2023 for drug paraphernalia and warrants for failing to appear for misdemeanor charges. In 2022 and 2018, Powell was arrested for possession of controlled substances.
