Unemployed Man in Custody Charged for Murder near Courthouse

OAKLAND — An unemployed man is in custody in connection with a fatal shooting near the Rene C. Davidson Courthouse. Justins J. Jenkins, 42, of Oakland, must appear for a plea hearing May 24 at the Wiley W. Manuel Courthouse. 

Jenkins faces charges for the murder of 61-year-old Michael Seymour who was shot to death near the Davidson courthouse. The victim was fatally shot while driving a minivan stopped at an intersection on May 5. 

Police arrested Jenkins the following day on a warrant, May 6 at 4:31 p.m. He was booked into Alameda County Santa Rita Jail later that night. He remains in custody ineligible for release on bond. 

Jenkins faces multiple charges and special allegations. His charges include murder, possession of a firearm by a felon, and shooting at an occupied vehicle. Other charges pertain to violent conduct and use of a firearm to cause bodily harm. 

A prepared statement from the Alameda County District Attorneys Office says. “Prosecutors allege that Mr. Jenkins shot Mr. Seymour in an unprovoked act of deadly violence. Mr. Jenkins has a long history of gun violence in Alameda County.” 

Jenkins has prior convictions on his record for – 

  • Possession of an assault weapon in 2017 
  • Possession of a firearm by a felon in 2019 
  • Possession of a controlled substance with a firearm in 2020 
  • Possession of a controlled substance with a firearm in 2021
