Three-Year-Old Victim Hospitalized: Mother Arrested for Abandonment, Father Suspected of Abuse

LOCATION: 6500 block of Pradera Avenue, unincorporated county area of San Bernardino
SUSPECT 1: Robert Kelly Ursulo, 28-year-old resident of San Bernardino
SUSPECT 2: Destiny Christine Haro, 26-year-old resident of San Bernardino
VICTIM(S): Confidential Juvenile
SUMMARY: On Sunday, June 9, 2024, at approximately 11:33 a.m., deputies received the report of an assault in the 6500 block of Pradera Avenue, in the unincorporated county area of San Bernardino.
It was initially reported that Robert Kelly Ursulo was physically assaulted over a narcotics transaction by a male subject. It was also reported the male subject entered the three-year-old juvenile victim’s room and physically assaulted the juvenile victim. The juvenile victim was not at the residence at the time deputies contacted Ursulo. Later in the investigation, it was found the male who assaulted Ursulo did not assault the juvenile victim.
As deputies investigated the assault, San Bernardino Community Hospital (SBCH) called to report the three-year-old juvenile was brought into the emergency room by his mother, Destiny Christine Haro. The juvenile was transferred to Loma Linda University Medical Center (LLUMC) Children’s Hospital for additional treatment.
Haro had abandoned the victim approximately six weeks prior, leaving the victim with Ursulo. It was believed during those weeks, Ursulo physically and mentally abused the victim multiple times causing injuries to the victim’s head, chest, back, arms, legs, and genitals. The victim was admitted to the hospital due to the extent of the injuries. Haro failed to conduct any safety checks on the victim either personally or by friends, family or law enforcement.
San Bernardino County Children and Family Services (CFS) was notified of the investigation and responded to the LLUMC. CFS executed the service of a detention warrant, taking custody of the victim. The victim is currently in stable condition.
Destiny Haro was arrested for violation of penal code (PC) section 273a(a): Child Abuse/Endangerment; and PC 271(a): Child Abandonment. Haro was booked at Central Detention Center (CDC) in lieu of $100,000.00 bail.
Robert Kelly Ursulo was arrested for violation of PC 206: Torture, PC 273a(a):Child Abuse/Endangerment, and PC 236: False Imprisonment. Ursulo was booked at CDC in lieu of $100,000.00 bail.
