PINOLE — A man was arrested at the Pinole police station for assaulting a police department employee in the lobby. Chester E. Victor Jr., 65, of San Pablo, remains in custody at the Martinez Detention Facility in lieu of $27,500 bond.

Video recorded in the police station show how events unfolded. Victor entered the police station June 11 at approximately 4:15 p.m. He paced back and forth inside the lobby, while another person was helped at the window counter. He took a drink from a water fountain. Next, he attempted to open a locked door leading into the inner office.

Victor finally sat down and waited for about two minutes. When the person in front of him finished, Victor approached the counter. Victor was greeted, but nevertheless he began ringing the counter bell.

Seconds later he grabbed the arm of the police employee, but she was able to break free from him.

Victor next climbed over the counter and through a window. Meanwhile, the victim retreated to a main hallway, leading to an administrative office area. Officers responded to the commotion and detained Victor in the hallway.

Victor was placed under arrest at 5 p.m. His charges include assault, battery, burglary, kidnapping, and false imprisonment. He also had an outstanding warrant.
