Man on Probation for Indecent Exposure Is Arrested Again for Indecent Exposure

BERKELEY — A man on probation for an indecent exposure conviction has been arrested for allegedly doing it again. The suspect approached pedestrians downtown, made sexual comments, exposed himself, and touched passersby. 

Hamilton A. Shutts, 35, of Berkeley, allegedly exposed himself this time to surprised onlookers on June 4. Downtown pedestrians encountered him wearing pink pants and a red tank top shortly before 8 a.m. It is almost one year ago since Shutts was convicted in July 2023 for indecent exposure. 

The suspect’s latest indecent exposure incident occurred near the intersection of Shattuck Avenue and Bancroft Way. It happened within walking distance of the Berkeley campus of the University of California. He also entered a coffee shop and screamed loudly for a while before leaving. 

UC police in the area helped Berkeley PD detain Shutts who was taken to a hospital for mental observation. He was subsequently arrested on a warrant June 10 at 10:40 a.m. Shutts is being held in custody at Alameda County Santa Rita Jail. 

Shutts was booked on suspicion of battery, indecent exposure, and disorderly conduct/soliciting a lewd act. He was charged subsequently on June 11 only for misdemeanor indecent exposure – PC 314. 

Shutts is a repeat offender in Alameda and Marin counties. He has been arrested 8 times since June 2022. His prior arrests involved assault, battery, causing a fire to property, indecent exposure, and bringing a controlled substance to prison.
