Police Respond to Child Endangerment Incident Involving DUI on Jefferson St., Napa

Charges:
273 (a)(a) PC – Child endangerment, under circumstances or conditions likely to produce
great bodily harm or death.
23152 (a) CVC- Driving under the influence.

On June 9th, 2024, at approximately 1237 hours, the Napa Fire Department (NFD)
responded to Starbucks (3375 Jefferson St) for a report of a sick subject. Leslie Tapia
was located at Starbucks by NFD personnel. NFD assessed Leslie and determined she
was extremely intoxicated and was transported to a local hospital for treatment. While
speaking with medical personnel, Leslie advised she didn’t know where her vehicle or 2-
year-old child was. Leslie told medical staff she last remembered being at the Kennedy
Park duck pond with her child and she thought she may have left her child inside her
vehicle.

Medical Personnel contacted NPD and officers began searching Kennedy Park for the
vehicle and child. Officers searched the area of Kennedy Park and Leslie’s residence
but were unable to find the vehicle or child at either location.

NPD Officers were then made aware that Leslie had been contacted by NFD at the
Starbucks on Jefferson Street. Officers responded to the area of Starbucks and located
the vehicle and child near McDonalds. The 2-year-old was located inside the vehicle,
still secured in their car seat. The child appeared wet and appeared to be shaking.
NFD and American Medical Response (AMR) were called to the scene to assess the
child. The child was transported to a local hospital for treatment. The child was treated
and later released to family members.

During the investigation Officers determined Tapia’s actions placed her child in
conditions likely to produce great bodily harm or death. It was also determined Tapia
had been driving under the influence.

Tapia was arrested and booked into Napa County Jail.

Napa County Child Protective Services was also contacted and notified of the incident.”
