“On November 10th, 2023, the Lake County Sheriff’s Office was dispatched to a coroner’s case at Sutter Lakeside Hospital regarding the death of Illeanna Frease, a 17-year-old Native American female. During the initial coroner’s investigation, it was believed Illeanna died from an overdose.
An autopsy was conducted, and once toxicology reports were received in February 2024, it was determined that Illeanna had overdosed from a combination of fentanyl and alcohol. With the confirmation of the toxicology results, the Sheriff’s Office Major Crimes Unit initiated a criminal investigation to determine who provided the fentanyl to Illeanna.
Throughout the investigation, detectives interviewed witnesses, authored search warrants, and reviewed digital data from cell phones and social media. Based on the evidence, it was determined Joe Boggs Jr., age 27, of Lucerne, was responsible for providing the fentanyl to Illeanna, which ultimately led to her death.
The Sheriff’s Office Major Crimes Unit held a briefing with the Lake County District Attorney’s Office, and it was determined Boggs Jr. would be prosecuted for the murder of Illeanna.
On June 13th, 2024, detectives obtained an arrest warrant for Boggs Jr. On June 14th, 2024, Major Crimes Unit Detectives arrested Boggs Jr. in Lakeport for 187 PC- Second Degree Murder, 11351 H&S- Possession for Sales, 11352 H&S- Transportation of a Controlled Substance for Sale, and 11380 H&S- Furnishing a Controlled Substance to a Minor.
