Report: Detectives Arrest Modesto City School Employee in Internet Youth Sex Sting Operation

“On Monday, June 24, 2024, while conducting a follow-up investigation into an anonymous tip, detectives staged a meet-up between 63-year-old Riverbank resident Kevin Morgan and an undercover detective posing as a 13-year-old child. The two had been in contact with one another over the course of a week’s time and were using an undercover social media account screen name and handle. The arrest and agreed upon meet-up place was at Beyer Park.

According to investigators, the plan was to relocate to Morgan’s home, where the adult and child were to engage in specific acts of sexual intercourse at his home residence. The arrest was made without incident, and the investigation later reconvened at Morgan’s home. Personal electronic communication devices were seized for further forensic screening.

This is an ongoing and active investigation. More details can and will be made available as we uncover more. Morgan was a campus supervisor with the school district at Mark Twain Junior High. We have coordinated our response while in constant communication with school staff. We are pleased to announce no actual children were contacted or otherwise harmed while we conducted this follow-up.

Should members of the public have additional information to share with detectives, as it pertains to encounters which may have taken place at the school, then we urge parents to reach out to school district administrators and authorities with Modesto Police. Morgan was booked into the PSC three separate felony charges of sending harmful material to a minor with the intent to seduce. Those charges specify certain specific prescribed sex acts. He currently is in-custody in lieu of $575,000 bond awaiting further court proceedings.

We urge parents to show an interest in who their children are communicating with. Trust, but verify, they are talking with those who have their best interest at heart. Maintain an open line of communication with your children. Work with the school directly and be vigilant about their comings and goings. Certain security applications can assist with screening the content they can access.

All defendants are presumed innocent until proven guilty in a court of law. The Stanislaus County District Attorney Office will ultimately make the appropriate filling and issuance decisions on these allegations.
