SAN RAFAEL — A parolee released from Marin County Jail was arrested again the following
day. Willie J. Clinton-Jones, 44, a registered sex offender, allegedly stalked three women in
the downtown area. He was taken custody on August 21 at 10:35 p.m.
Police began receiving reports of a lewd man following women shortly after 9 p.m. The man
gestured at his groin while stalking his three victims. Although the women were frightened by
him, no one was physically harmed.
First, a woman was harassed while shopping inside a grocery store. The incident ended
quickly when the perpetrator left the store. A second woman was menaced and chased
several city blocks. When she attracted a passerby’s attention the man fled. A third woman
was followed to her residence by the man all the while gesturing at his groin. This time the
victim’s spouse appeared and confronted the man who immediately fled.
These separate stalking incidents happened on Second Street, B Street and C Street. “All
three victims were traumatized by Clinton-Jones’ dangerous and lewd behavior,” San Rafael
police said in a prepared statement. “Clinton-Jones was located and detained within 45
minutes of the first call.”
Clinton-Jones who works as a laborer remains in custody on parole hold ineligible for release
on bond. He was booked on open charges for stalking and parole violation.
The suspect has frequent contacts with law enforcement officers. Clinton-Jones was arrested
in June for being under the influence of a controlled substance. He was arrested in January
2023 for indecent exposure. In 2021 and 2019, Clinton-Jones was arrested for annoying
students on high school campuses.
