Two Arrested on Narcotics Charges After Allegedly Being Found Passed Out in Crashed Vehicle

Two people were arrested after allegedly being found passed out in a crashed vehicle with narcotics in their possession.
According to a press release by the Healdsburg Police Department, officers responded in the early morning hours of Sept. 7 to a report of a vehicle crash at First and Piper streets. According to authorities, the vehicle had struck a curb, and loud music was playing from inside.
Upon arrival, officers reportedly found the driver and passenger unconscious inside the vehicle. Medical personnel were requested as a precaution.
During their investigation, officers determined that the driver appeared to be under the influence of a substance.
A search of the vehicle led to the discovery of 78.9 grams of methamphetamine and 7.31 pounds of cannabis.
The driver, identified as Ryan Roy Downey, 35, was arrested on suspicion of the possession for sale of a controlled substance, possession of marijuana for sale, possession of drug paraphernalia, possession of a controlled substance, and driving under the influence of drugs.
The passenger, Courtney Luscko Hamilton, 40, was arrested on suspicion of the possession for sale of a controlled substance, possession of marijuana for sale, possession of drug paraphernalia, and possession of a controlled substance.
