Just as dawn broke on the morning of November 2, Santa Barbara Police Department patrol
units responded to a mid-city residential area pursuant to reports of an altercation between two
men. According to SBPD Public Information Officer Sgt. Ethan Ragsdale , 46-year-old Santa
Barbara resident Marcos Ramos “allegedly fired a gun ” at the other man, who was uninjured.
Immediately after the attack, Ramos fled to his nearby apartment just a block away.
SBPD units quickly surrounded Ramos’ apartment, established a secure perimeter, and
“commenced verbal contact” with him, which developed into hours-long negotiations for his
surrender.
Three hours later, at approximately 10 a.m., Ramos was taken into custody and transported to
Santa Barbara County Jail, where he was charged with attempted murder, assault with a firearm,
