Suspected Thousand Oaks Shopping Center Shooter Arrested After Hospital Stay

After being confronted by Ventura County Sheriff’s Department deputies responding to the
report of an individual brandishing a firearm at a Thousand Oaks shopping center early on the
morning of October 24, 50-year-old Thousand Oaks resident Joseph Emans made a very poor
decision. Instead of surrendering himself to law enforcement, he starting shooting at the
deputies.

Within moments Emans was on the ground, suffering
from multiple gunshot wounds, courtesy of those in uniform. According to VCSD spokesman
Sgt. Francisco Jauregui, deputies on the scene immediately “provided medical assistance to
Emans” until American Medical Response (AMR) personnel arrived. He was then transported to
a local hospital for further treatment.

Investigators from the Sheriff’s Major Crimes Bureau began examining the events that led to the
confrontation. Following their inquiry, on November 4, detectives secured an arrest warrant for
Emans on multiple charges, including arson, vandalism, carjacking, attempted carjacking,
multiple counts of assault with a deadly weapon, assault on a peace officer with a deadly
weapon, brandishing a deadly weapon, and obstructing a peace officer.

On November 6, Emans was scheduled to be discharged from the hospital, but before he made it
to the front door, he was arrested and transported to Ventura County Jail, where he currently
resides with his bail set at $500,000.
